Well, all the money that the Norwegians have taken is paper bills, or cash. That explains the kind of money that these residents get.
4. Why do you think the country doesn't have so much fund?
I think the reason is that the country doesn't deal with based a lot on itself like United States has. Either population, or the fact it has a smooth government may effect that reason of not having that much of funds.
